Management Sciences for Health implementing the USAID funded Safe, Affordable, and Effective Medicines for Ukrainians project is looking for a Technical Advisor, Drug Utilization Review
Overview
The Technical Advisor for Drug Utilization Review supports the Senior Technical Advisor (STA) in the planning, implementation, and evaluation of all SAFEMed activities related to medicine safety and rational drug use. S/he works closely with the STA, local partners, and stakeholders in developing and implementing rational medicines use and pharmacovigilance (PV) policies. The Technical Advisor will also assist in the creation of tools and approaches for improving drug use practices and will work to ensure TB and HIV/AIDS standard treatment guidelines are up to date.
This position is for local hires. No allowances or relocation available. Candidacy and salary subject to donor approval.
Specific Responsibilities
Provide technical assistance to various stakeholders in the area of rational drug use (50%)
— Provide technical assistance and support to the MOH and pharmacy and therapeutics committees (PTCs) in the development of policy solutions in the areas of rational use of medicines and PV.
— Collaborate with other SAFEMed staff and appropriate stakeholders to develop and implement appropriate information tools and systems, such as PAIS, to support monitoring of medicines utilization and rational use of medicines
— Provide technical assistance (TA) to the MOH and collaborate with WHO to review and update national processes for revising TB and HIV/AIDS standard treatment guidelines.
— Work closely with partners in civil society organizations and health care providers to promote the benefits of medicine quality, safety and rational use.
— Ensure adequate support to the country program including representing SAFEMed on PV and RDU matters, timely delivery of quality products, and the achievement of targets in a timely fashion, within designated budget.
Capacity development and technical writing (40%)
— Develop strategies and system strengthening approaches, provide technical direction, and monitor implementation of rational use of medicines and pharmacovigilance related activities.
— Plan and deliver SAFEMed capacity building activities including training programs as they relate to PV and RDU.
— Assist in the creation of tools and approaches for improving drug use practices, including prescribing and adherence.
— Assist in the design and implementation of drug use studies, document and share the findings and recommendations with stakeholders.
Program Support (10%)
— Participate with the Senior Technical Advisor in the development of SAFEMed work plans and budgets as they relate to medicine safety and rational use. Provide input for updating and implementing the annual work plan and budget, as necessary.
— Contribute, as requested, to regular and ad hoc reporting to SAFEMed, USAID, the Ukrainian MOH or other relevant agencies.
Qualifications and Experience
REQUIRED MINIMUM EDUCATION:
Required:
— Bachelor’s degree medicine, pharmacy, or other public health related discipline
Preferred:
— Master’s degree in medicine, pharmacy or other public health related discipline
REQUIRED MINIMUM EXPERIENCE:
Required:
— Bachelor’s degree: at least six (6) years of progressively responsible experience in pharmaceutical management and/or public health.
Preferred:
— Master’s degree: at least four (4) years progressively responsible experience in pharmaceutical management and/or public health.
KNOWLEDGE AND SKILLS:
— Understanding of the basic concepts and principals of pharmacovigilance and rational drug use.
— Familiarity with public health, TB, and HIV/AIDS programming, data collection, analysis and presentation.
— Demonstrated experience in developing of training materials and the delivery of training sessions.
— Experience working with the Ukrainian MOH and national level organizations.
— Fluency in spoken and written Ukrainian; spoken and written English not lower than upper intermediate; knowledge of Russian is helpful.
— Demonstrated computer skills and MS Word, Excel, and Powerpoint; knowledge of appropriate methods for data analysis and reporting.
— Demonstrated experience in writing technical reports, documents and power points in English and Ukrainian.
— Experience working with USAID-funded programs is desirable.
